We in Malaysia need to see school issues and problems in a broader perspective. It sounds like they have had significant success with some of their programs they have implemented to combat the problem. Most importantly though, it sounds like the British government recognizes education as a high priority, has committed to supporting the school's efforts and not just provided lip service.
